Am trying to use BlueStacks on both my Surface Book and regular desktop monitor with 27" screen. In both cases all items opened from BlueStacks cannot/will not resize to fit the screens. Using the same games on my Android tablet works fine. Is this a glitch in your software or my 2 devices?

No, this is an issue with Bluestacks. However, of all the games I have tried, all had the possibility to be resized. When the resize Window is not available, then the app/game is using Fixed Window attribute.
If you still encounter issues with this application, try installing Nox App Player. It packs additional features and allows resizing on every possible way.
